Engage 360
Leading a public safety organization requires making critical decisions while developing people, maintaining public trust, and preparing the next generation of leaders. Horizon’s Engage 360™ is a confidential executive coaching and strategic advisory engagement designed for chiefs, command staff, and senior public safety leaders. Through one on one coaching, leadership assessments, and organizational consultation, Horizon helps leaders navigate organizational change, leadership development, succession planning, culture, and operational effectiveness. Every engagement provides a trusted outside perspective that helps leaders think strategically while confidently leading their organizations.
Real Result: A newly appointed fire chief inherited a department with strong operational capabilities but strained relationships between command staff and company officers. Recognizing that technical expertise alone would not solve the leadership challenges ahead, the chief partnered with Horizon through Engage 360™. Regular coaching sessions focused on communication, organizational culture, succession planning, and leading change. As trust grew throughout the department, leadership became more collaborative, officers assumed greater ownership of department initiatives, and the chief developed a leadership team capable of carrying the department’s vision forward. The engagement provided not only practical guidance but also the trusted partnership every leader needs when navigating difficult decisions.
3DOA
High performing agencies begin with organizational clarity. Horizon’s 3DOA™ (Discover, Design, Deliver Organizational Assessment) is a comprehensive organizational diagnostic that evaluates leadership, organizational structure, communication, and culture to strengthen operational effectiveness and public service. Through executive interviews, focus groups, climate surveys, Culture 21 leadership assessments, policy reviews, and organizational analysis, Horizon provides an objective assessment of the agency’s leadership environment and organizational health. The result is a strategic roadmap that helps agencies strengthen leadership, improve communication, develop future leaders, and build a healthier organizational culture.
Real Result: A growing fire department wanted to better understand the organizational challenges affecting morale and leadership continuity before implementing major organizational changes. Horizon conducted a department wide 3DOA™ that included confidential interviews with command staff, company officers, firefighters, civilian personnel, and union leadership, along with climate surveys and leadership assessments. The assessment identified significant opportunities to strengthen communication, officer development, and succession planning while also highlighting the department’s strong commitment to service and teamwork. Rather than relying on assumptions, department leaders used the findings to prioritize initiatives that improved trust, strengthened leadership development, and created greater organizational alignment across every division.
Horizon Debrief
The most effective public safety organizations are defined not by the critical incidents they face, but by how they learn from them. Horizon’s Debrief™ – After Action Review (AAR) is a structured, facilitated process that helps agencies pause, assess, and realign following critical incidents, emergency responses, training exercises, or organizational challenges. Guided by a Horizon consultant, participants examine what happened, why it happened, what should continue, and what must change. The result is more than a discussion. It is an actionable roadmap that improves communication, strengthens operational readiness, and builds greater trust across the organization.
Real Result: A regional public safety training academy had just completed a multi week recruit academy and wanted more than graduation statistics to evaluate its effectiveness. Although recruits successfully met certification standards, academy instructors recognized inconsistencies in communication, instructional delivery, leadership expectations, and coordination across training disciplines. Horizon facilitated a Debrief™ with academy leadership, instructors, and command staff to objectively examine the entire training cycle. The conversation revealed opportunities to better integrate leadership development, standardize instructor expectations, and improve collaboration between classroom and practical exercises. The academy implemented a revised training framework, enhanced instructor development, and established recurring After Action Reviews following each academy class. The result was a more consistent training experience, stronger instructor alignment, and recruits who entered the field better prepared to perform, communicate, and lead from day one.
Core 3
Every high performing public safety agency begins with a clear purpose. Horizon’s Core 3™ process is a facilitated leadership experience that helps agencies define the three foundational elements that drive organizational excellence: Mission (what we do), Vision (where we are going), and Values (how we operate along the journey). Through a collaborative process, agency leaders establish a shared direction that aligns decisions, strengthens culture, and builds trust throughout the organization. Rather than becoming statements displayed in headquarters, the Core 3™ becomes the framework that guides leadership development, recruiting, training, promotions, and everyday service to the community.
Real Result: A regional public safety agency recognized that years of growth had created inconsistencies in leadership expectations across shifts, stations, and divisions. Rather than holding a single workshop, Horizon facilitated a progressive leadership development series with command staff over several months, integrating the Core 3™ process into existing leadership meetings. As leaders defined the agency’s Mission, Vision, and Values together, they began applying each element immediately through officer development, promotional processes, recruit training, and community engagement. The collaborative approach created lasting ownership because leaders had time to refine the framework while demonstrating it in practice. The result was an agency united around a common purpose, with consistent leadership expectations that extended from command staff to the newest recruit.
TrainSure
Training excellence begins at the academy. TrainSure™, powered by GideonSoft, is a comprehensive training management and analytics platform designed specifically for first responder training academies. The platform streamlines recruit training, monitors individual competency development, identifies skill gaps, and evaluates instructional effectiveness throughout the academy experience. By combining performance data, instructor evaluations, training records, and competency analytics, TrainSure™ provides academy leaders with the insight needed to continuously improve curriculum, validate training outcomes, and ensure every recruit graduates prepared to perform with confidence on day one.
Real Result: A regional fire academy wanted greater confidence that its training program was producing recruits who were equally prepared across every critical competency. While graduation rates remained high, academy leadership lacked meaningful data to evaluate instructor effectiveness, identify recurring learning gaps, or determine whether curriculum changes were improving outcomes. Horizon implemented TrainSure™ to monitor recruit performance throughout the academy, analyze practical skill evaluations, measure classroom and hands on proficiency, and compare results across instructors and academy classes. The data revealed several high risk skill areas where recruits consistently required remediation and highlighted instructional methods that produced stronger performance outcomes. Using these insights, the academy refined lesson sequencing, standardized instructor evaluations, and enhanced practical training exercises. Within two academy cycles, first attempt pass rates increased, remediation time decreased, and academy leadership gained a measurable system for continuously evaluating and improving the effectiveness of recruit training.
Team Pulse 360
Healthy agencies require more than operational readiness. They require continuous awareness of organizational health. Horizon’s Team Pulse 360™ is an annual organizational health program that includes four quarterly Team Temperature Checks, providing leaders with ongoing insight into team effectiveness and workforce culture. Powered by GideonSoft, every assessment compares the leader’s perception of the team with how personnel actually experience it across seven critical team dynamics. Through workforce analytics, quarterly reporting, and longitudinal trend analysis, leaders identify opportunities to strengthen communication, trust, accountability, and organizational effectiveness throughout the year.
Real Result: A fire chief wanted a better understanding of how company officers were leading their crews without waiting for annual climate surveys or relying on anecdotal feedback. Team Pulse 360™ provided quarterly snapshots for each officer, comparing how they believed their crews were performing with how firefighters actually experienced leadership within their companies. The reports uncovered several perception gaps related to recognition, communication, and trust that were addressed through coaching before they became larger organizational issues. Over the following year, officers became more intentional leaders, crew engagement improved, and the department gained a practical system for continuously monitoring organizational health.
